The South Carolina Underground Damage Prevention Act states, ‘Extraordinary Circumstances’ means circumstances which make it impractical or impossible for the operator to comply with the provisions of this chapter.

Extraordinary circumstances may include hurricanes, tornadoes, floods, ice, snow, and acts of God. 

If an operator declares extraordinary circumstances and is unable to locate the area within the required time period, they will respond with a 110 code in the positive response system.  

The below graphic references the information required to enter a 110 PR Code (Extraordinary Circumstances).

The operator must state in the remarks what type of event is taking place, as well as the date and time when the location will be marked.

An excavator is required to check positive response before excavating. If a 110 code is used the excavator must not excavate or demolish until after the time and date that the operator provided in its response.

If a member operator has catastrophic event and is unable to respond due to power failures or other unforeseen conditions they can contact SC811 for assistance.

All Exactix Users entering notices in a currently evacuated area will see the evacuation zones depicted in Green in the live system. Keep in mind these areas are under a mandatory evacuation locators are not likely able to get into to those areas to mark. In addition, most members will likely be utilizing a 110 code, as the storm progresses through the affected area.

**If your notice is in an area that has been requested to evacuate. Locators may respond with a code 110. Code 110 is for ‘Extraordinary Circumstances’. There will be no access to most of those areas for locators to mark facilities.
Please consider postponing your work until after the storm and/or restoration efforts. Locators should respond with remarks referencing a date and time they will be able to locate**


If you are  a member that would like to make an Extraordinary Circumstance Declaration and have contract locators marking your facilities, you will need to work with them to ensure you codes/notices are updated accordingly. All notices that have 110 codes issued through the positive response system will appear on this list.

If you are a member who has initiated a 110 code with a referenced timeline for response and need to update it, please do so through the SC811 Positive Response System/Exactix. Member’s have the capability to enter another 110 code with a new date, or utilize a completely different code if needed.
